[JSS-Announce] submission categories

In the "instructions for authors" it says that book reviews, software
reviews, and special issues are "by invitation only". This is no
longer true -- you can now submit directly to these categories (to me,
I will transport it to the section editors). I attach an example of
something new (a software review of a contributed R package) -- this
will be published in Volume 25, currently being set up. Volume 24
is a special volume on statnet.
